Tools provides faster toolbelt skill recharges which helps at triggering Runes of Altruism more often and more regen+might from elixir gun tool belt. If you do wvw, the absolutely fastest way is to buy the hero points via the heroics notary vendor, it takes a minute to unlock Hot and PoF hero points. Otherwise, in Hot, join a hp train (some hero points are doable solo, too) . PoF hps are soloable, but a hero point train makes it fast, too.
However, you can get comparable runes like Ogre or Spellbreaker for less than 1-2 gold each, and some other decent options go for 0.06 gold each. Likewise for sigils; condition damage and duration sigils cost about 6 gold each, but you can go for the sigils that increase the duration of just your main conditions, which cost about 0.1 gold each.
To clarify a potential confusion: Respecing can be done. any time you're out of combat, no level requirement. At lvl 80, you'll have unlocked everything from the core profession. You can't make long-term poor choices in unlocking or equipping skills and traits.
